South Africa has a small low-fee private school sector relative to the size of schooling in South Africa as a whole, but evidence from around the world is starting to suggest that a strong and vibrant private sector can significantly contribute to the improved overall performance of the schooling sector. This report looks at the ways investment in the sector by large financial institutions has yielded positive growth, how organic and unplanned sector growth has met a growing demand for private education, and how the emergence of relatively news, formal "chains" of low-fee schools yield economies of scale. This report also looks at the ways technology in low-fee schools are a cost reducing intervention.
